DRAFT FINAL ENVIRONMENTAL ASSESSMENT, PROPOSED FINDING OF NO SIGNIFICANT IMPACT AND NO PRACTICABLE ALTERNATIVE
FOR THE ENVIRONMENTAL IMPACT ANALYSIS PROCESS
AT THE LYNN HAVEN FUEL DEPOT, LYNN HAVEN, FL
An Environmental Assessment (EA) has been prepared to analyze the proposed disposal of approximately 184 acres of the former Lynn Haven Fuel Depot (LHFD) property and associated rail spur, located in Lynn Haven, FL, out of federal ownership. This includes transferring 40 acres to Florida State University for use as a satellite research campus and the remaining 144 acres to the City of Lynn Haven, FL for future reuse and development consistent with federal special legislation. The LHFD property and associated rail spur are currently owned by the Department of the Air Force and managed by Tyndall Air Force Base (AFB).
The EA, prepared in accordance with the National Environmental Policy Act (NEPA), Council on Environmental Quality regulations, and Air Force instructions implementing NEPA, evaluates potential impacts of the proposed and alternative actions on the environment, including the no action alternative. Based on the EA, the Air Force has prepared a proposed Finding of No Significant Impact (FONSI).
Pursuant to Presidential Executive Order 11988 ("Floodplain Management") and 11990 ("Protection of Wetlands"), the Air Force has also prepared a proposed Finding of No Practicable Alternative (FONPA) concerning federal agency support or approval of a project that will be located in a floodplain or that could, depending on the configuration of the private development project, affect wetlands. The LHFD property has about 9 acres of wetlands consisting of estuarine and freshwater marsh and stormwater ditches. Fringe portions of the LHFD property closest to St. Andrews Bay are within the 100-year floodplain.
