Mission
The 325th Contracting Squadron is one of six squadrons assigned to the 325th Mission Support Group, 325th Fighter Wing, Tyndall Air Force Base, Fla. The 325 CONS is a multi-faceted organization, which affects every individual stationed at Tyndall. It is responsible for awarding and administering a variety of contracts ranging from computer equipment to multi-million-dollar construction projects. This office also manages large dollar, mission-essential contracts for aircraft maintenance, transportation, supply, fuels, and civil engineering support. The squadron is organized into four flights as described below.
The Base Support Flight (PKA) executes and administers contracts for service requirements below $250K, and all supplies, equipment, medical support services, and Information Technology hardware and services in support of all Team Tyndall mission partners.
The Base Services Flight (PKB) performs all functions relating directly to the procurement and administration of a wide variety of large services exceeding $250K. This includes R&D, Operations, and Exercise support as well as demolition, maintenance efforts on behalf of the fighter wing and tenant organizations. PKB also serves as the Grants and Agreements Officers over Civil Air Patrol, the Air Force's auxiliary unit. These actions range in dollar value and complexity, requiring the use of both simplified acquisition and formal DoD source selection procedures.
The Base Infrastructure Flight (PKC) provides construction and architectural and engineering contract support to the 325th Civil Engineering Squadron. The flight acquires and administers the Fighter Wing’s Facilities, Sustainment, Repair, and Maintenance (FSRM) construction and design requirements. The flight also awards and administers the Simplified Acquisition Base Engineering Requirements (SABER) contract, Airfield Civil Works IDIQ, and Base Paving IDIQ contracts.
The Plans and Programs Flight (PKP) provides the digital backbone of the squadron through maintenance of the computer system network and several programs necessary for contract awards and congressional reporting. Other major programs managed by this flight include the Quality Assurance Program and oversight of the Government Purchase Card Program for Team Tyndall. The primary function of the Quality Assurance Program is to provide training to all 325th Fighter Wing and Tenant Unit Quality Assurance Personnel, and Functional Commanders/Directors that participate in contractor surveillance.
History
The Base Procurement Office was established in 1941 with the opening of Tyndall. Contracting was part of the Air Defense Command (later ADCOM) through the 60s and 70s before going to Tactical Air Command, then Air Combat Command, and now Air Education and Training Command. Organizations that the contracting office fell under include the 4,756 Air Base Group in the mid 70s, then Resource Management, later the Logistics Group, and now the 325th Mission Support Group. In 1976, the base procurement office became the base contracting office. In 1987, the unit received the Outstanding Operational Contracting Office in the Air Force award. In 1991, the unit was re-designated as the 325th Contracting Squadron as part of the 325th Fighter Wing.
The 325th Contracting Squadron emblem is symbolic of the squadron's extremely diverse mission with worldwide impact. Blue and yellow are the Air Force' colors. Blue alludes to the sky, the primary theater of Air Force operations. Yellow refers to the sun and the excellence required of Air Force personnel. The eagle grasping a quill and parchment suggests the squadron's mission of supporting the issuance, review and approval of vital logistics contracts. The eagle reflects the pride and dedication the unit personnel have in their mission.
